odd data "Unresolved Action Holder" on queue page

"[blocked] Unresolved Action Holder" is being shown for a few docs that should display "In Final Review".

Specifically:
RFC-to-be 9932 draft-halen-fedae
RFC-to-be 9768 draft-ietf-tcpm-accurate-ecn
RFC-to-be 9946 draft-ietf-ippm-capacity-protocol

Looking at Purple, perhaps it's an issue when there's an unexpected approver, or some other situation. Links to production status page:

(fwiw, I would consider this individual an additional approver rather than an "Action Holder")

"Unresolved action holder" (and a block) appears when a stream manager or IANA has been added to the AUTH48 approvals in production or to the "Action Holders" table under the "Approved" tab.

Maybe it should say "Pending action holder"?

The Action Holders table will be used in the future to tie into, for example, AD dashboards

As this information is carried over from Purple. This is a Purple issue rather than a queue issue. Something to consider for the Queue site is whether we list the action holder names. For MVP I'm okay with not providing their names.
