This adds a user-facing way to extend Chromium startup flags through a local flags.json file in the app data directory. The selected legcord preset and custom flags are merged at startup. The final applied switches and features can then be inspected through dumpFlags for easier troubleshooting. This also fixes additionalArguments parsing so values passed as --key=value are handled correctly.
