[Feature] Prevent automatic upload when using VPN

Not sure if this is a feature request or a bug...

I've now setup a Wireguard tunnel for my Immich App.

The problem: While on mobile data it's still uploading to the server, even with Wifi deactivated.

It really needs to destinguish between mobile data and public wifis.
When connected via VPN using a public wifi, yeah go on and upload, but please dont waste my mobile data (for example on holiday with a limited data option)

I thought the Android system can set mobile data permissions for apps individually?

Only background data.
But when Immich is opened using VPN its uploading thinking it's connected to a local network.

I'd say it's a bug, not a feature request...

Stumbled across this issue yesterday while on holiday overseas.
I had just amended my setup to connect to my server through my Wireguard VPN only, as I noticed my 100MB videos were not uploading successfully due to Cloudflare's 100MB free tier limit (No chunking with Immich).
Phone cellular ceased working despite hardly using phone, unlikely to have consumed my 4GB daily limit here in Vietnam. Turns out Immich has torn through 3GB+ of data in the background.
Luckily we were near civilization and it wasn't a major issue, but this could have been a bigger headache.

It would be nice to at least have a in app warning that the Immich app is incapable of determining when you are connected via cellular when connected via VPN...

Shouldn't be a warning, should be a pop up to confirm upload for the current session...

I just can't believe we're the only ones to consider this being problematic...
