[Feature] Configure map min/max zoom via system settings

I have searched the existing feature requests to make sure this is not a duplicate request.

The feature

The goal is that if we have a custom map provider that can support higher zoom levels (>18), we can set that up via the system-settings page.

admin/system-settings?isOpen=location+map

On a side note, I noticed that on mobile it is currently possible to zoom in more than 18, so I am not sure if the zoom level 18 is actually implemented there too.

I've updated the description of this discussion to include both max and min zoom levels, as I realized that by limiting both of these at the system settings, in combination with the other feature request I made about default start map location would lead into a photo surveying tool.

It could also be that the the correct implementation for the surveying tool usecase might require that a user can override their default zoom and starting location via the user-settings?isOpen=feature with a new Map related feature group

However, I leave it to the community to share their opinion if this is actually a desired feature. I expect most users would follow default system settings anyways.
