[Feature] Description in uploadAsset

I have searched the existing feature requests, both open and closed, to make sure this is not a duplicate request.

There was Q&A on Description: #16661 but I noticed OP issue got resolved as Description already exists for updateAsset route. (not in uploadAsset route though, hence the Feature Request)
It will help us specify Description while uploading in single step.

Also, having Tags in uploadAsset feature was requested here: #11450 but it's closed right now. Can someone from team re-open it please? Thanks!

In a nutshell, would love to have description & tags in uploadAsset :)
