[Feature] Utitlity tool to convert files via FFmpeg

I have searched the existing feature requests, both open and closed, to make sure this is not a duplicate request.

The feature

I was using 'Review Large Files' under 'Utilities' and was searching for a wat to shrink file sizes. I could not find that option in Immich v1.139.4. Since FFmpeg is being used in Immich it would be a neath feature to convert files to another codec, resolution, bitrate etc.
