[Feature] Share part of the video

I have searched the existing feature requests, both open and closed, to make sure this is not a duplicate request.

The feature

It would be cool to be able to share a fragment of a video. During creation of the shared link it would recognize that a video is being shared and it would show an extra option to clip it. For example out of a video that's 2 hours long only a fragment between 00:05:00 and 00:05:23 would be shared.

Unauthorized users would not be able to see the full video, only the selected fragment and users who have access to the video that the fragment comes from would be able to see the full video from the share UI.

Doing this right would mean creating a whole new video file with only the part to be shared, I think this quickly gets out of scope for Immich.
