[Feature] Support multi formats in Thumbnails and Previews

I have searched the existing feature requests, both open and closed, to make sure this is not a duplicate request.

The feature

Unfortunately, it seems that one-size-fits-all-clients will remain a utopia for a while. It would be nice to be able to create jxl thumbnails/previews while having also, for backward compatibility, jpeg ones.

From a storage point of view, it's not ideal, but I share picture with extended family and friends, they all have some different browsers, etc. I think one thumbnail/preview format that will render HDR when supported, SDR when not, will not happen in the next 5-10 years for the device pool of my circle of friends/family.
