[Feature] Codec Custom Command Line

I have searched the existing feature requests, both open and closed, to make sure this is not a duplicate request.

The feature

Would be nice to input whatever custom FFMPEG codec parameters i want, like FPS (for preview 30 is enough i think, for slowmo its still 240...) and some other processing.
