[Feature] Bulk un-tagging assets

Feature Description

Tags can already be assigned to a group of assets in bulk. Currently however, the only way to remove tags from assets is to individually remove them from the details pane of each photo. This is inconvenient when bulk changes are needed. I would like to add the ability to select multiple photos and remove a tag from them. This could be implemented similar to how assets are bulk-removed from albums:

1. Navigate to the tags view
2. Click on a single tag to get a list of all photos under that tag
3. Select multiple photos that should have the current tag removed
4. Click the kebab icon in the upper-right corner. A new option could be added here to Remove tag from photos

If the tag selected has any child tags underneath it, the photos should also be removed from those to keep things clean. An extra popup notice could be displayed to the user in this case so it is clear what will happen.

I wasn't able to find another discussion that specifically requested this feature. It was mentioned in a comment on #15313, however it was not part of the core request.

Motivation

Parts of my photo library are difficult to manage without some functionality that allows manual curation. Smart search and other features are great for general photos, but not for the parts that need specific categorization and grouping (job sites, projects etc). Since tags can already be created in a nested folder-like structure and easily assigned to multiple photos, it makes sense to develop this further to make tags more useful.

Development

I know a lot of the core team and contributors are busy with features for v3, so I am happy to take on the development for this if it is something that is desired (and approved).
