[Feature] Video Timestamp Text Link Support

I have searched the existing feature requests, both open and closed, to make sure this is not a duplicate request.

The feature

When inside the Immich interface, I would like the ability to click/tap on a timestamp, whether it's in the description or in the Activity comment section, and for the video playback to be set to that content.

Example:

Omg, little Sally is so funny at 0:21!!

This way, timestamps for important events in a video can be quickly shared via the description or activity of a video.

This is particularly useful for longer videos, such as concert or ceremony footage, as the main events can be linked in the description, while other events can continue to be linked in the activity feed.

This feature would also pair well with the feature request #28486 , which requests chapter tagging.

This should only be an interface change, as the data itself is derived from the description and activity comments and isn't explicitly stored anywhere else.
