one extenral library scan triggers full scan on all external libraries

I have searched the existing issues, both open and closed, to make sure this is not a duplicate report.

The bug

I've added new external library in separate location on to previous one (but on same volume) and clicked button scan when was in this new external library details page and then day later I noticed that my thumbnail generation queue is 3 times longer than new library size. After looking into recenlty generated thumbnails I see that it is regenerating thumbnails for all my external libraries new and old

I saw in my original issue #28774 that it was marked as done in issues tracker but I don't see any changes on immich side after recent releases 3.0.1 and now 3.1 I still see in one user timeline other user photos without sharing them or anything
I even remove administrator privileges from this user but it still look same
Other user is fine and sees only its own photos
