[Feature] filter by the existence of a description

I have searched the existing feature requests, both open and closed, to make sure this is not a duplicate request.

The feature

I'd really like to be able to have a filter in the search function where I can see pictures that don't have a description yet. This way it'd be way easier to add descriptions to pictures that don't have them yet without accidentally overriding already existing descriptions.

The API allows search by asset description already and the new search API #30179 will allow so too. The UI does not support it yet, so leaving this open for
