[Feature] Limit concurrent downloads from iCloud

I have searched the existing feature requests, both open and closed, to make sure this is not a duplicate request.

The feature

While backing up photos/videos from iOS devices, the app sometimes needs to download them from iCloud where the originals are stored. This is normal. But why sometimes it opens 40 concurrent connections to iCloud, to download 40 photos/videos simultaneously? It seems that when this happens, iCloud has some kind of rate limiting and all downloads timeout and fail.

ps. My 1 Gbps Internet connection is working fine, no issues at all and the problem does not occur while Immich downloads 3-4 items concurrently from iCloud. But randomly (a bug?) it opens 30-40 connections and they all fail

iCloud Photos allows 1-2 concurrent downloads, if you exceed it a lot, your IP address is rate limited or temporarily blocked. I verified this by changing my IP, the frozen downloads started working again, until Immich app opened again 20-40 connections and the new IP address was blocked too. So, to be safe, the app should have a 1-2 concurrent downloads as limit.
