[Feature] DocumentsProvider API

I have searched the existing feature requests, both open and closed, to make sure this is not a duplicate request.

The feature

When choosing a file to attach somewhere on Android, you can pick a local file, or you can choose files from many cloud providers, such as Onedrive, Google Photos, or Proton Drive. However, if you want to attach a file saved on your Immich server, you need to download it. With the DocumentsProvider API, we would be able to directly attach files from Immich without having to download it first. This would make attaching photos much more convienient.

While there is already an issue open regarding this, it was made back in 2022 and has no recent activity.
