[Feature] Separate external domain for welcome mails

I have searched the existing feature requests, both open and closed, to make sure this is not a duplicate request.

The feature

Similar to what is suggested by jsram91 in #24950 , it would be awesome if we could have a separate input field in Server Settings for public shared links or for email links. Something like what you see below:

I do understand that this will add a couple of translation keys which need to be translated into the many languages you support.
