[Feature] Granular permission toggles for non-admin users (e.g., disable asset deletion)

I have searched the existing feature requests, both open and closed, to make sure this is not a duplicate request.

The feature

Currently, all non-admin users share identical default permissions (viewing, backing up/uploading, and deleting assets). Administrators cannot grant or revoke individual permissions for specific accounts.

Allow server administrators to toggle granular permissions on a per-user basis. Key toggles could include:

• Allow Asset Deletion: Enable or disable the ability to delete photos and videos from the library.
• Allow Upload/Backup: Enable or disable asset ingestion.

I think it's unlikely that we'll add something like this. For now let's track this as a duplicate of #19611, and if that ever happens then we can consider the other requests too.
