[Feature] Introduce LLMs or Clef-like conditions/actions on Workflows

The feature

Currently, the Immich workflows are very lacking, and the embedding system is not very helpful towards one-shot classifications.

It could be a considerable upgrade into modularity and functionality to allow easier interoperability with external systems.
Taking home assistant as the prime example, it allows integrating diverse kinds of systems into workflows for conditions/actions.

Lately, we have been introduced to System 1 models, which excel in one-shot classification, speed and price efficiency.
Integrated with the existing workflow, it could allow for the admins to setup workflows based on question-like conditions, following the available options, like:

• Choice
• Yes/No
• Score

Cloudflare recently introduced Clef, which is a jev-like system 1 capable of processing images.

We have plans to allow third-party workflow plugins in the future, this would be a good candidate for that. It's not something we'll be adding to Immich directly.
