[Feature] Merge metadata when downloading a shared image

I have searched the existing feature requests, both open and closed, to make sure this is not a duplicate request.

The feature

Merge and correct all inferred and sidecar metadata, such as GPS locations and DateTimeOriginal upon downloading/importing from a shared link (in mobile or on web):

• Correct absent GPSLatitude or LongitudeRefs from older cameras
• Merge metadata from sidecar files
• Add timezones inferred from workflows or database (for photos without location)
• Add faces if faces are import/exportable (usually, this would be turned off).

It doesn't have to be exactly like this either: for instance I can see why the import and export would be separated for faces.

The philosophy should be that a photo shared over a link should be good enough to be imported into another Immich server.
