[Feature] Jump to the next date in the timeline by using a scroll wheel

The feature

Imagine a situation when I place a mouse cursor on a timeline. Using a mouse wheel when the cursor is there currently does nothing (besides bug #8675).

I imagine that just one little scroll up or down would scroll the library by jumping directly to the next or previous date on a timeline and corresponding photos. Basically, behavior is similar to clicking on a timeline, but going one up or down from the current date.

More scrolls mean further jump.
