[Feature] Better fine grained include/excludes when backing up

The feature

If an image/video has an explicit include and exclude, it defaults to being excluded. I think it should honor the explicit include.

The scenario:

To backup ALL photos on iOS, you need to select the "Recent" folder. My wife doesn't want to upload probably 80% of her videos. The logical conclusion was to use an exclude on the Videos folder. There are however, family videos we want to keep. My thought was to create a "Videos Keep" album which could be selected in Immich and uploaded. The problem is, because I excluded Videos it also excludes "Videos Keep" even though it is explicitly included. The difficulty is Recents is explicitly included and then it is again explicitly excluded when I say do not backup videos. There should be a way to override some excludes, or at the very least, be able to selectively upload photos/videos from the app
