Single not synced photo is deleted from device without any confirmation or warning

I have searched the existing issues, both open and closed, to make sure this is not a duplicate report.

The bug

If I click accidentially on the delete button in the detail view and the photo is not synced yet, it's gone, forever.

In other cases there is always a warning/confirmation if files are removed permanently.

Reproduction steps

1. Open photo view
2. Click on a photo which was not uploaded yet
3. In detail view click on delete
   ...

Actual
Photo is deleted from device without any warning or confirmation, this can't be undone.
The photo is lost if this happens accidentially.

Expected
When a user clicks on delete on a photo which is not synced yet (exist only on the device), a confirmation dialog appears. For example reuse the existing one, which is shown when selcting multiple files, including a local asset. When the user clicks on remove from device, he is aked if he wants to "Delete Backed Up Only".

Can you capture a dummy file and record a video of deleting it? there should always be a native prompt to remove it 🤔

I was wrong with the phone model, I've adjusted it, but here again: Motorola X4 with Android 9 (LineageOS)
On Android 12 and iOS 16 it works fine.

But still here is the video.

So on LineageOS, you can just remove the file without a native prompt? 🤔 that is concerning! As malicious apps can just delete everything from your device without you knowing it

Seems like the native device prompt was only added in Android 11 (https://9to5google.com/2021/02/03/google-photos-delete-prompt-workaround/) or maybe because photos aren’t in what’s deemed a sensitive location (https://source.android.com/docs/core/storage/scoped) but idk much about Android APIs

If that is true, I would be fine with dropping support for Android 9 (and 10).
