Use php-version-action to derive CI PHP matrix

[Codex]

CI PHP versions should follow composer.json instead of a hardcoded list.

• Matrix source
  • Add php-versions job using antfroger/php-version-action@v1 to emit supported PHP versions from composer.json.
• Test job update
  • Consume the generated matrix for php while retaining existing OS matrix and test steps.

Example: matrix is now driven by action output
