fix: detect packs by install dir, not just sessions#20

Both detectors now fall back to the install directory (~/.openclaw/ or ~/.roundhouse/) when the sessions dir doesn't exist yet. This handles fresh installs where the agent hasn't processed its first message. The collector handles non-existent session dirs gracefully via empty scans, picking up data once the first session file appears.
