Rework loading a file aka a codeplug

Rework how you would load a codeplug into the system aka a file.

We added a TON of new features to what we read and write to the radio, but have not reworked any of that xls read/write yet

Also update the example data at the same time.

Move codeplug to json.gz this will shrink its size

XLSX is not the way to go for this. As we open up to support multiple radios the parsing and handling of this would become a nightmare to support.

See #110 for the removal of xlsx.

Which means we can go CSV bad idea, or json, less human editable, but why would you edit a multi link list? that sounds terrible... we still support exporting and importing from chirp. And maybe we do a Chiro with digital mode. Would need a sample file for that.
