GitHub's /releases/latest URL skips pre-releases, so it was resolving to v1.5.1 — the broken Windows release that v1.6.0-rc1 replaces (see #18). Points the download badges, Meetings section callout, and Install section at the v1.6.0-rc1 tag explicitly until rc1 is promoted to stable.

Pure docs change, no code.
