Is your feature request related to a problem?

The files we upload to the knowledge base are watermarked with personal identity or company information and are highly confidential. If members download the files and upload them to the Internet, it will cause huge losses and risks to the company and individuals. They can only be allowed to use the RAG system and obtain file names.

Describe the feature you'd like

Requirements:

1. Except for the person who created the knowledge base, ordinary members cannot download files in the knowledge base
2. Except for the person who created the knowledge base, ordinary members cannot download reference documents obtained by Chat
3. Except for the person who created the knowledge base, ordinary members cannot download reference documents obtained by Search
