Add db2 driver to inputs/sql plugin

Use Case

IBM has a go driver here: https://github.com/ibmdb/go_ibm_db
I don't know if it is as easy as adding the link to the driver import list. If it is then it would be preferable over the exec/execd solution as suggested here: #7382

Expected behavior

It would be possible to connect to db2 using inputs/sql plugin

Actual behavior

Current connection method uses a workaround

@vague666 looking at the repo and reading the following:

For non-windows users, GCC and tar should be present in your system.

It seems like you cannot use this easily without CGO. Furthermore, the driver seems to download some dynamic library or other tool with unclear license. So I guess this driver is not an option for Telegraf.
