Paginate Dashboard

Proposal:
Similar to Tokens, Buckets, and Tasks in the UI, paginate the dashboards page to improve user experience and maintain UI uniformity.

Current behavior:
In Dashboards page, while user's dashboards are being fetched, a spinner component renders to indicate resources are being loaded. The spinner sometimes gets stuck on the screen despite the loading status of dashboards. To fix this buggy behavior, remove the spinner component from dashboards and implement pagination to improve user experience.

Desired behavior:
Paginated dashboards - there won't be a need for a spinner because all dashboards wont be loading on a single page.
