Add Omnibus build support for macOS 13 and 14 on ARM64 architecture.

Description

Omnibus build support for macOS versions 13 and 14 targeting ARM64 architecture.

Update macOS support documentation to include 13.x and 14.x

This update reflects the changes made in PR #7524 which added Omnibus build
support for macOS 13 and 14 on ARM64 architecture. The supported platforms
documentation now includes these new macOS versions.
