[Feature]: Theme rotation based on time of day

What problem would this solve?

I think this would be a great feature overall and it would be especially helpful to set up light and dark themes around the time of day. (aka no more flashbangs at night from a light/white theme)

What would you like Cocoon to do?

I would like for Cocoon to add a time based optional schedule that theme developers could take advantage of, similar to the background music scheduling already available.
