Make dll resolution more robust

Description:

This PR improves the resolution of dll required by the inference backends. It also updates npm dependencies and fixes the ollama PoC integration.

Changes Made:

• add Library/bin of the respective inference backend to the front of the PATH env variable to improve dll resolution
• update npm dependencies
• fix ollama PoC

Testing Done:

Tested locally on B580
