feat(pre-commit): use pre-commit's native clang-format #266

This PR

Replaces pips version of clang-format with the version directly from pre-commit;
Removes the superseded clang-format.sh utility;
Runs hooks on all files.

@mihaic should hopefully reflect our latest conversation on this topic.
