Cannot install in Windows Server 2019

The installation gets hang when you install it from here https://github.com/intel/haxm/releases.

If you install it in the android studio it gets this error.

I tried everything I searched for. How can I install this? I even disabled Hyper V and even enabled it when installing it still the installation fails.

PS: I'm doing this via Remote to the server.

From the HAXM System_Requirements wiki page, I saw that the HAXM only supports below Windows OSes,

Supported Operating Systems:
Microsoft Windows 10 64-bit
Microsoft Windows 8 and 8.1 64-bit
Microsoft Windows 7 64-bit*

Make sure Hyper-V disabled. Haxm may confict with the Hyper-V.
There be if Hyper-V monitor enabled in windows-features of Win10 or newer , the Hyper-V / docker / haxm could co-exist.
