[SYCL][CUDA] ptxas fatal: complex floating-point functions

Have been seeing some errors related to build oneDPL with complex floating-point functions support.

ptxas fatal   : Unresolved extern function 'cpow'
ptxas fatal   : Unresolved extern function '__divsc3'
ptxas fatal   : Unresolved extern function '__muldc3'
 ptxas fatal : Unresolved extern function 'ctanh'

I observe the following build error
