We might not need this as I'm working on moving --use-zstd from workflow files to configure.py file (under ci_defaults). We weren't able to do that before because Jenkins runners use ci_defaults but didn't have zstd installed. However, I think it is resolved now, so we can set this flag in ci_defaults instead.

@uditagarwal97 @sarnex without this we can't launch sycl-rel nightly. So I'd prefer to merge this one and update then after the option is merged to ci_defaults.
