[Benches] Add option to run benches w/o repos updates#21191

Add `--no-rebuild` option to `main.py` that allows to run benchmarks on unmodified builds. No git operations, no rebuilds. This have an effect on all git projects used in the repo, also Compute Runtime and its dependencies.
