Pull Request Overview
This PR adds a Clang patch that enables BFloat16 support for SPIR and SPIR-V targets by moving the BFloat16 configuration to a common base class constructor.
Key Changes:
- Moves BFloat16 configuration (HasBFloat16, BFloat16Width, BFloat16Align, BFloat16Format) to the base SPIR class constructor
- Removes redundant BFloat16 settings from a derived class
