Perform periodic background updates of competitions that are in progress #16
Description
The local cache of data about competitions should attempt to update itself using the available native API's of the platforms.
We have many years of data, we don't expect most of it to be changing. However, matches that in the immediate past and future of the present time are great candidates for checking for updates.
Use the highest frequency that the platform will allow to check back in on the division API endpoints for if any match +/- 12 hours.
Further, if there are changes to any Team level favourite (ie. those in the My Touch section) should result in a notification from the app to encourage the user to view it.
