Allow `maxInMemorySize` and `maxRAMUsageThreshold` to be defined in WARC Client Settings

These settings are currently opaque and not exposed to the actual WARC client, as such, they cannot be modified. We should probably modify NewRecord to support the two additional arguments and allow them to be set in the client settings.
