Relates to #264.
Adds a new job which, when executed sends an email to all administrators about what happened in auction system since yesterday 12:00. The plan is to run this every day at around 7 AM before administrators arrive at work.
Contains info about auction results, registration deadlines that happen tomorrow and bans. Please look through the data in the email and suggest what else should be added to make the admin's life easier.
The job is not yet scheduled to be run automatically, but it is added to administrator's UI. I'lll make required changes as soon as this is merged.
Opt out and weekly summary can be developed in the scope of this or separately, but it is slightly lower priority.
