Updated dockerfiles

• Added a new .dockerignore file to exclude unnecessary files and directories from Docker builds.
• Updated the Dockerfile to:
  Copy both Gemfile and Gemfile.lock for dependency installation.
  Enable and update the health check command.
  Modify the server start command to include the run argument.
  Updated Dockerfile.dev to change the server start command to include the start argument.
