Observed behavior
In the Off-Nominal planning: down USS and Off-Nominal planning: down USS with equal priority conflicts not permitted scenarios, the USS Qualifier attempts to clear existing intents from the DSS under test before running additional checks but the operational intent queries that check for existing intents to clear have an end time nearly an hour prior to when the check is conducted.
This is resulting in a more recent intent being left over in the tested DSS causing subsequent checks to fail due to a 409 missing OVN error.

I would expect all operational intents to be cleared at the start of these scenarios instead of just those that end about an hour earlier.
