More recent DSS versions have added valuable pool coordination information available on the aux interface. This information can be used to identify a number of DSS pool failure modes, so this PR begins implementation of some of these checks in the form of a test scenario by writing that test scenario's documentation (pool_info.md) and providing an empty implementation.
