ENH: add support for python 3.14

cogent3 now supports 3.14, so time for piqtree to add it too

Believe I've found what's causing the errors in building the wheels for windows, requires a new function in IQ-TREE to essentially guarantee the correct memory deallocator is used.

Have sent the patch required to Thomas.
