Disable all animations [Accessibility][UX][Feature Request]

User Story

As a Iris user who has an accessibility negative user experience with experiencing animations, I would like a setting that allows me to disable all animations, so that I can improve my Iris user experience.

Acceptance Criteria

1. Iris user has option to disable (and enable) all animations in the Settings Menu
2. Option to disable disables all animations (example PFP animation: https://iris.to/derekross@nostrplebs.com npub18ams6ewn5aj2n3wt2qawzglx9mr4nzksxhvrdc4gzrecw7n5tvjqctp424)
