Introduce a `DataTransferInterruptedException` to replace RuntimeError

For v3.3.0 we kept RuntimeError but raised it from whatever underlying exception (if any) when a parallel put or get didn't complete. Suggest deprecating the RuntimeError for v4.0.0 in favor of making it a DataTransferInterruptedException.
