Resolves: #30539 Rearrange the capitalization options such that they have more space for non-English languages to fit.
Follow up for PR #30595 (Issue #30167) This resolves some comments on the previous PR: - Fix compiler warnings: `decimal digit terminates octal escape sequence (C4125)` when generating `ui_editpitch.h` by removing the text in the table. - Fill in the table programatically when showing the dialog. - Add missing flags for first rows of the table `ItemIsSelectable|ItemIsEnabled`. - Prevent duplication of translatable pitches by moving all text in `global/pitchName` context.
