This PR adds a template that will create secrets like
user-exchange-client-*forclients user-exchange-client-*.It loops through the values in Vault and in
values-dev.yamlto create these secrets.To add new clients, just add values in vault and in values-dev.yaml (for dev ) and it should create new secrets whenever vault syncs.
