Notification service remains active even if web service is disabled

Today I noticed from the running services on my phone that the Plainapp notification management service was active even though the server was stopped. I don't know if there's a technical reason for this, but my guess is that keeping services running when the server isn't active is a waste of resources that can be optimized.
The service in question is PNotificationListenerService.
